Project Formulation

Advice and provision of scientific and technical expertise have been given since 1987 to FAO field projects and programmes in agricultural development, including formulation, assessment, implementation and evaluation (Joint activities FAO with other organization are in bold).

• Bhutan (1987): Project document formulation for the establishment and operation of a National Soil Testing Laboratory. Joint activity FAO/European Union.
• Brazil (1988-1989): Project formulation, implementation and technical backstopping officer responsible for TCP/BRA/8852 "Preliminary Assessment of Agricultural Potential Zones in the Amazon Basin".
• China (1988): Member of mission to appraise WFP-assisted project China 3730 "Agricultural development of hilly areas in three counties, Guangxi Zhuang Autonomous Region.
• Bulgaria (1989): Project formulation "Establishment of International Training Centres for Mountain Ecosystem Management in Sofia and Tbilisi" jointly with UNEP (Project UNEP/USSR/PRB/FP/ 6101-83-01)
• Costa Rica (1989-1990): Technical Officer responsible for Project GCP/COS/009/ITA "Apoyo al Servicio Nacional de Conservación de Suelo y Agua".
• Venezuela (1988-1993): Project document formulation and technical backstopping for the "Creación de un servicio de evaluación y planificación del uso agrícola de las tierras. Project was funded with country resources.
• Peru (1989-1993): Project formulation, implementation and technical backstopping for Project TCP/PER/0153 "Producción de alimentos a nivel de comunidades campesinas de la Sierra".
• Brazil (1990): Project formulation for the Government of Paraná in identifying and designing the training component of a World Bank-funded project.
• Brazil (1989-1992): Project formulation, implementation and officer responsible for Project BRA/89/006/A/01/12 "Selected baseline data compilation and processing, and training for systematic agro-ecological-economic zoning for sustainable development of the Amazon Region".
• Costa Rica (1991-1992): Formulation, implementation and technical backstopping TCP/COS/0051, bridging phase of GCP/COS/009/ITA and GCP/COS/012/NET.
• Costa Rica (1991-1997): Team leader of the joint FAO/Netherlands Formulation Mission and now officer responsible for projects GCP/COS/012/NET "Fomento y aplicación de prácticas de conservación y manejo de tierras".
• RLAC (1991-1995): Formulation, implementation and technical backstopping Officer for Project GCP/RLA/107/JPN " Support for sustainable agriculture through land conservation and rehabilitation in Latin America". Participating countries: Argentina, Bolivia, Brazil, Chile and Paraguay.
• Peru (1992): Project document formulation for "Support to the Highlands Peasant Communities in Food Crop Production". Under negotiation with the Government of Switzerland.
• Argentina (1992): Project formulation for the Government of Chaco aimed at increasing agricultural productivity on a sustainable basis with emphasis on small farmers, reducing at the same time the risk of natural resource degradation by maintaining their productivity.
• Chile (1993): Member of the FAO/World Bank Co-operative Programme Mission "Chile Secano Agricultural Development Project I".
• El Salvador (1993): Project document formulation for the Government of El Salvador (G-5162 "Agricultura Sostenible en Zonas de Ladera" which is a follow up of project PNUD/FAO/-ELS/86/005.)
• Brazil (1994): Project formulation for the Government of Sao Paulo trough the Instituto Agronômico de Campinas in obtaining reliable and up-to-date information of soil resources accessible to a wide range of users and which can be interpreted for a wide range of uses of a State-funded project.
• Mexico (1994): Project formulation of TCP/MEX/4554 "Apoyo al Fomento de la Conservación de Suelos. Approved in 1996.
• Dominican Republic (1995) preparation of the National Land Use Planning for the Government of Dominican Republic. Project document formulation.
• Sub-Himalayan Region (1995): Project formulation for the Governments of Pakistan, India, Nepal and Bhutan on “Sustainable Soil Fertility and Plant Nutrition Management Project
• Peru (1996): Project formulation for the Government of Peru on “Valoracion Del Bosque Secundario Y Promoción De Sistemas De Uso Sostenible De La Tierra En Areas Intervenidas De La Región Ucayali”.
• Cuba (1997-199 ): FAO/IFAD/CCD project formulation for the Government of Cuba on “Diseño de un Programa Nacional De Acción De Lucha Contra La Desertificacion Y La Sequia: Plan De Aprovechamiento Y Manejo Integrado De Los Recursos Naturales De La Cuenca Del Río Cauto (Planes De Rehabilitación De Tierras Y Ordenamiento Territorial).
• Chaco Region (1997 - ): FAO/IFAD/CCD project draft on “Integrated Natural Resource Management Plan for the Semi-arid Chaqueño Region (Lands Use and Rehabilitation Plan).
• Brazil (1998): UTF/BRA/.../BRA Brazil UTF project "Technical assistance services for the preparatory assistance in the planning and formulation of environment programs related with land and water use, management, conservation and reclamation for the upstream lajeado hydroelectric plant"
• Mexico (1998): TCP/MEX/7821 "Apoyo al Fomento de la Conservación de Suelos. II fase"
• Mexico (1998): project formulation UTF/MEX/.../MEX Land Management in Areas of Extreme poverty
• Costa Rica (1998-1999): Project formulation and implementation of TCP/COS/6714 "Rehabilitación de las áreas de producción de pequeños y medianos productores en la Región Brunca
• Venezuela (1999) Formulation of prodoc TCP/VEN/7822 "Entrenamiento en práctica de siembra directa"
• Honduras (1997-2002): Trust fund project Lempira Sur GCP/HON/021/NET. The project is carried out by SDAR, ATS AGLL and promoted the conservation agriculture system “Quesungual”.
• El Salvador (2000 up to date): Trust fund project on Sustainable Agriculture in Hilly areas of El Salvador GCP/ELS/005/NET. The project promotes CA in grain crops, livestock and vegetable production at Microcatchment level.
• Cuba (1998-2000): TCP project on Conservationist and Sustainable Management of Sugar Cane (TCP/CUB/8822) The project successfully implemented a participatory development of Conservation Agriculture Technologies for Sugar Cane Areas in Cuba (LTU AGLL, ATS AGSE).
• Bolivia (2000-2001): TCP project on Soil and water management in support of SPFS programme in Tarija (TCP/BOL/0065). Training course and field demonstrations on integrated microwatershed and CA was a mayor activity in this TCP.
• Peru (2000-2001): TCP project on Assistance to protect the dam Gallito Ciego from sedimentation (TCP TCP/PER/0167). CA was promoted for the upper watershed to prevent sedimentation of the mentioned dam. (LTU AGLW. ATS AGLL) (Consultant report).
• Venezuela (2000) formulación de una propuesta UTF para la Zonificación Agroecológica y Socioeconómica (ZAE) Nacional y Evaluación del Uso de la Tierra en Venezuela.
• Eritrea (2001 up to date): TCP/ERI/0170 Introduction of Conservation Agriculture has been putting in operation November 2001.
• Mexico (2001): Assisted the government in the definition of a strategy and policies to improve production systems, these being incorporated into the National Development Plan.
